1980년 앨범 River를 발매하고 E Street Band와 공연을 마치고, 브루스 스프링스틴은 쉬면서 다음 음반을 위한 작업을 시작합니다. 집 한쪽에서  기타와 하모니카로 노래를 부르면서 작곡을 마치고, 그것을 바탕으로 4트랙짜리 카세트 테이트로 집 부엌에서 녹음을 했습니다. 그는 이 곡을 밴드 멤버들에게 들려준 후에 밴드와 함께 녹음을 시작했습니다. 그렇게 녹음을 하는 도중에 브루스 스프링스틴과 밴드 멤버들은 이 곡들에 가장 어울리는 버젼은 전자기타와 베이스 드럼이 들어간 스튜디오 녹음 버젼이 아니라, 브루스 스피링스틴이 녹음한 데모가 가장 어울리는 최상의 버젼이라는데 동의를 하게 됩니다. 결국 그들은 콜롬비아 레코드사를 설득해서, 다듬어진 음악이 아닌 데모 테잎을 사용해서 음반 Nebraska를 발매하게 됩니다. 결국 이 음반은 메이저 레이블에서 데모음반을 그대로 음반으로 발매한 최초의 일로 기록되어 있습니다.

브루스 스프링스틴의 가사를 보면, 노동자 계급의 삶, 그들의 삶이 어떻게 소외되어져가는가를 다른 곡들이 많은데 이 음반의 곡들은 그런 곡들과도 약간은 결이 달라서 주로 범죄자들이나 사회에서 낙오된 사람들을 다루고 있습니다. 음반 첫 곡인 Nebraska는 영화 Natural Born Killer나  Badland등의 소재로 사용된 연쇄살인마였던 Charles Starkweather를 다루고 있고, Atlantic City같은 경우에는 마피아 보스였던 Phillip Testa에 대하 이야기를 합니다.

위에 고른 Highway Patrolman은 서로 다른 길의 삶을 살아가게 되는 형제에 대한 이야기로 한명은 경찰관으로 고속도로 순찰을 하고, 다른 한명은 범죄자가 되어서 결국 도망을 가게되는 이야기입니다. 이 음반 전체가 그렇지만, 이 곡도 어떤 감정을 이입하려는 의도는 없고, 살아가면서 서로 다른 삶을 살게된 형제의 모습을 담담하게 그리고 있습니다. 그리고 마지막은 아마도 형제의 마지막 정인지는 모르지만... 추격을 하다가 마지막에 결국 자동차 후미등이 캐나다쪽으로 사라져가는 모습을 바라보는 것으로 끝을 맺고 있습니다.
